My husband and I have been experiencing problems with bicycle parking since we moved to Brentford Dock last January. We both cycle to work everyday and need to have the bicycles in an accessible and secure spot. The bicycle sheds provided at the premises are unacceptable for daily use (difficult in/out access, full). The open bicycle racks are scarce and already overcrowded.
Our only option was to park them outside the flat, as many other residents do. Please note that they are not obstructing the walkway (like some large flower pots...).
Recently, we have received a note to remove the bicycles from the walkway. When contacting the management office about it, they agreed that no other options were available. However, the bicycles have to go.
Alternative transport such as cycling is the way to a better, cleaner London; according to TFL and Hounslow Council. It should become more frequent and safer. It is time for Brentford Dock residents/management to realize that quality of life is more important than aesthetics. A logical solution has to be provided.
What should we do? Maybe, get a car and contribute to the pollution, traffic and parking problems of the neighborhood...

Opinions on Effects of Brentford Regeneration Wanted
Dear Sir/Madam at Brentford Dock,
I am contacting you to ask for your assistance in a study I am carrying out, which will look at the varying experiences of regeneration in waterfront areas of London. This is for my Masters dissertation in Spatial Planning (a new term for urban planning), at University College London. I am undertaking this course part time, whilst working in planning at London Borough of Hounslow.
I have chosen to look at Brentford as one case study, due to the considerable amount of regeneration in the area over recent years. I aim to explore how this regeneration has effected different people in different ways in the area, and will be carrying out interviews with local residents and community groups.
As a local residents network, your views on regeneration in the Brentford area would be invaluable to the study. I would be very grateful if you could let me know if you would be willing to take part in the study, and also if there are other people in the area who may be interested in taking part. We can then arrange a convenient time and place to carry out the interview(s), which should take no longer than 45 minutes and will be informal in style.

I would like to make the following suggestions regarding parking on the dock, which can often be a frustrating and even futile experience. To make it easier and fairer, I suggest the following:
- Parking spaces outside the Spar shop and along the Marina (Justin Close) be marked with pavement paint according to an average vehicle width (outside Spar shop) and length (Justin Close). By doing this, we can be assured that the maximum amount of space most vehicles need is all that they get.
- Motorcycles and Scooters be provided with off street parking in any area that is not used by pedestrians and won't interfere with automobile parking.
- Commercial vehicle parking be restricted after 6PM.
If anyone has any ideas to improve parking, now would be a good time to make them public.

I went to the Waterside Café-Bar last night and had a great evening listening to some excellent music FREE!! I also saw a lot of Brentford Dock Residents there. Before I left, I went to thank Melanie for a great evening and was saddened to hear that there are still those that would close down the Waterside Café-Bar. I think it would be a great shame to lose such a great amenity on our doorstep. Melanie and Ceri have worked hard to offer something different to both Brentford Dock and Brentford generally.
As a resident of Nero Court for the last four years, working from home, I have things that I find unnacceptable, in particular the behaviour of some dog owners who allow their pets to defacate and don't dispose of it in the bins provided and I think that dogs should be kept on leads at all times when being exercised on the estate. I am not however campaigning to remove peoples right to own a dog.
I support residents' rights to complain but living in close proximity as we do, live and let live is the way forward. I really don't understand why there should be such opposition to the Waterside Café-Bar or moves to close it down. It should be seen as a focal point for the community spirit which is sometimes sadly lacking in what is otherwise a wonderful place to live.

Bank ATM's Converted to Steal IDs of Bank Customers
Marion Watkinson sent the following:
A team of organized criminals are installing equipment on legitimate bank ATMs to steal both the ATM card number and the PIN. The team sits nearby in a car receiving the information transmitted wirelessly from equipment they install on the front of the ATM (see photos) over weekends and evenings. If you see an attachment like this, do not use the ATM and report it immediately to the bank using the phone on the front of the ATM.
The equipment used to capture your ATM card number and PIN are cleverly disguised to look like normal ATM equipment. A "skimmer" is mounted to the front of the normal ATM card slot that reads the ATM card number and transmits it to the criminals sitting in a nearby car.
At the same time, a wireless camera is disguised to look like a leaflet holder and is mounted in a position to view ATM PIN entries.
The thieves copy the cards and use the PIN numbers to withdraw thousands from many accounts in a very short time directly from the bank ATM.

Gordon Sweeney, of Romulus Court, emailed the following to Hounslow Council:
I am writing to you as a flat owner and resident in the Brentford Dock housing estate, I have issues with the parking policy and enforcement methods employed by your appointed contractor.
On numerous mornings in the past year I have been awakened by the engine noise of the Hounslow Council vehicle lifter/carrier parked outside my flat at approx 7:30am.
The lifting vehicle arrives most mornings together with a parking attendant who issues parking fines to all vehicles parked, or partly parked on the pavement.
My concern is this vehicle sits for approx 10-15 minutes with the engine running whilst the attendant issues tickets to each offending vehicle, at which time the driver will park behind the vehicle they choose to lift that morning, in effect illegally parked himself, committing the very offence that they are penalising other motorists for. In addition they block the entrance/ exit to the private car park of Justin Close. I have photographic evidence of this occurring on three separate occasions.
I have remonstrated with various parking attendants on a number of occasions to be met with a variety of unacceptable responses, ranging from 'I am sorry I will move the vehicle' to 'we have permission from Hounslow Council to park here whilst issuing tickets' and my absolute favourite 'there is no where else to park'. Evidently!
It is my understanding that if drivers park on the road and not the pavement, on either side of Justin Close then they are not subject to Hounslow council penalty payments; however they then face the wrath of the Brentford Dock Management who take issue with this as it restricts traffic flow to one way because of the narrowness of the road.
The fact is we residents are caught between a rock and a hard place when it comes to parking. We are at the mercy of a Management company who claim they have approached Hounslow Council to discuss parking issues but with no acceptable outcome, not acceptable to fee paying residents in my view. This coupled with a local Council who view the ongoing parking issue in our estate as a revenue generator, not forgetting the dubious and extremely irritating tactics of parking illegally whilst issuing tickets.
I pay approx. £450 per month between Council tax and management fees yet cannot find a parking space any time after 6:30 pm. Clearly this is unacceptable to law abiding residents.
Would it be possible for Hounslow Council to liaise with Brentford Dock Management with a view to introducing a parking permit system for residents of this estate or better still restrict access to the estate to residents and service/delivery vehicles only, given that the main road is access only and does not lead to anywhere else? This in turn will reduce wear and tear on the road surface which I understand is the responsibility of Hounslow Council.
I look forward to a response from you on the following:
A. The issuing of parking tickets whilst illegally parked and blocking off access to private parking areas.
B. The lack of parking spaces available to residents of the estate consequence of the enforcing of parking restrictions and the unacceptable stalemate between Hounslow Council and Brentford Dock Management.

I refer to your e-mail of 26 June to Hounslow Council regarding parking enforcement and 'lack of parking spaces' for residents in Justin Close/Brentford Dock area. I have been asked to respond to your concern regarding the latter.
I note from your e-mail that Brentford Dock Management have previously approached Hounslow Council to discuss a suitable parking scheme for local residents, and that the Council has not been amenable to any suggestions. I am sorry if this appears to have been the case, however as a new member of staff at Hounslow Council I not familiar with the history in this case and would prefer to start 'afresh'.
In the first instance I would be happy to discuss the parking issues further and would suggest that perhaps you and I, and a representative of Brentford Dock Management, meet on site to look at the issues of concern to you and to discuss possible solutions. I am available to attend either during the day or the evening. Please let me know if you are agreeable to a meeting, and whether you are able to arrange this; if not, please let me have the contact details of the management company.

Could someone please explain the parking restrictions around here for tenants? Also, why have we been told that there are no parking spaces available to rent when there seems to be so many "allocated" parking spaces empty on a very regular basis?
We've parked in places on the dock which have had no signs of restriction and had notices put on our windows asking us to not park there only to see other vehicles parked in the same spaces every day? Confused??!

Having resided in "the dock" for two months now (and having become avid followers of this noticeboard), we are two of three professionals who have welcomed both the community spirit and peace and quiet that reigns in the dock.
Prior to living here we would often take a stroll around the dock to enjoy the views and tranquility in this area.
Since moving here we have visited the Waterside Café-Bar on a number of occasions, sometimes for a quiet Sunday aperitif before dinner, sometimes for an end of week re-charge of ones' batteries. On EVERY single occasion, we have been warmly welcomed and enjoyed the space and comfort of this wonderful haven - something very rare in London. If anything, we try not to tell anyone about it, as we want to keep it for ourselves! There are very few places a lone female can pop in to have a nice glass of wine and read the paper in peace.
Logically, the location of the venue is not ideal for extended opening hours and we were cautious enough to "visit" the bar during its busiest times before moving here to see whether it was in any way undesirable for noise / revellers who would affect our comfort.
In actual fact, we were originally to move to Nero Court almost next to the lower entrance to the bar and once we'd checked both the facilities and security in the dock, were pleased enough to pursue a larger more spacious flat in Galba Court where we now reside.
We find it amazing that anyone can complain about "laughter" when you get airplanes flying over the Dock at regular intervals. That's noise pollution - not people living.
Face it - we live in a big noisy city. If you can't stand the sound of people enjoying themselves go and live in the country!

Re: Dock Road, I must thank the editor for the info regarding ownership and scamming rights on Dock Road. Unfortunately, I am but a lowly tenant (for two years mind, and I am trying to buy here), so it appears I may not have much power in the situation.
I completely understand that parking restrictions must be in force, certainly to prevent essential roads to be kept clear for emergency access, but I am still absolutely outraged by the way it is carried out in Dock Road. The signposting is clearly as small and out of the way as legally required and, having spoken to other residents, the cowboys running the scam take full advantage.
I am told that they won't tow cars for days, even weeks, then come and take all without 'permits' stealing well in excess of £1000 from owners.
And how can £300+ possibly be justified? On fully reading the sign, it says that £150 is for the clamp, and the next £150 is for the towing away. My friend was not parked long enough for the scammers to clamp, then tow away her car unless they clamped it for five minutes then towed it away.
I am seething inside as I write, as it is so clearly a scam on so many levels. Does anyone else have an opinion on this matter?
Again, I must reiterate that I am in support of parking restrictions where necessary, and Dock Road obviously requires access for certain vehicles at certain times, but they should not be used as purely an income generator. If whoever is so concerned about keeping this road clear is so keen, I think they should think about labelling the road better (i.e., lines on the road or clear signs), and enforcing the restrictions fairly, instead of stitching up unsuspecting drivers.

Dear All,
I think now is an appropriate time to enter into the debate regarding the Waterside Café-Bar and its associated nuisances. As a Nero Court resident backing onto the site we have to deal with everything that goes on or does not go on the café site.
Firstly I would say that over the last year there has been a significant increase in the number of functions plus associated noise at the facility.
Whilst it was promised that the people attending these events would access the café from the upper entrance this is clearly not the case as the lower stairs are the point of ingress and egress, for what are almost exclusively external events. This was clearly so at events over the last weekend.
The events are noisy and the many car drivers who attend them are always perplexed to find that there are no parking spaces for them and fill up residents' spaces much to their chagrin.
It's not just the noise of the events but the constant passage of noisy often drunken laughter, loud conversation, car doors and taxis directly under one's living space that really get on your nerves. It's all very well saying that you cannot hear the noise when you do not live directly next to the entrance and exit of those who do cause the noise.
Also what has yet to be mentioned in this debate are the hidden extras of living next to the Waterside Café-Bar. As exemplified last week, and once every 10 days or so, is the early morning drayman's delivery from the Green King brewery. Now I do not mind rising early but the gentle rolling of aluminium barrels past my window at 6.30.a.m. in the morning is something I could do without. Likewise the disposal of what appears to hundreds of bottles, at hours ouside of those recommended by Brentford Dock Ltd, into the bottle bins as last night at 10.00 p.m. and other socially unacceptable hours.
Believe me I, like the last correspondent, applaud a live and let live life style but something has to be done about what are becoming unacceptable levels of nuisance associated with a facility which is useful for some but hardly a necessity on a private development like ours.

When the Greater London Council built the Brentford Dock development in 1978 to 1980, it granted a 25-year lease to a commercial company to operate the marina complex as a business. The marina complex consisted of the marina basin, the Spar shop, the warehouses and the Waterside Café-Bar, then called Brentford Dock Marina Yacht Club.
The marina complex was not part of the Brentford Dock residential development and the residents of Brentford Dock had no control whatsoever over the marina complex operators. Had the marina complex operators wished to turn the Yacht Club into a night club for outsiders they presumably could have done so, subject only to the licensing laws in effect at the time.
Sometime after Mrs Thatcher abolished the GLC, the flat owners of Brentford Dock, through their limited company [Brentford Dock Ltd] fortutitously aquired the freehold of the marina complex, effectively becoming the landlords of the commercial company. Subsequently the commercial company failed to keep to the terms of its original lease and was expelled.
Only then was Brentford Dock Ltd in a position to dictate how the marina complex and Waterside Café should be run.

What on Earth is going on in Dock Road?
My friend parked her car along with a load of others at the end of Dock Road today, and had it towed away at the cost of £300. I've lived here for nearly 2 years now, and was aware that it probably wasn't the safest place to park, but £300!!
Does anyone know about the legality of this situation? £100 - £150 is outrageous, but seems to be the going rate. I don't even have words to describe £300! The whole thing is complete scam, there are no yellow lines, plus the sign is tiny and normally obscured by other cars.

The board of Brentford Dock Ltd have employed the tow-away company to enforce parking restrictions in Dock Road. Right of Every Resident to Complain
I read Marion Watksinson's comments on complaints regarding noise at the Watershed Cafe, and whilst not a complainer myself, would just like to set the record straight on a couple of comments she made.
It is the right of every resident to complain regarding anything that may affect their quality of life on the Dock (particularly in light of the spiralling service charges).
Your grandfather sounded like a good egg, and perhaps instead of acting like a spoilt goody twoshoes you should take a leaf out of his book and be more understanding of people. It sounds to me his philosophy was not to merely tell people to "Get a life" but to save them; his actions spoke far louder than your words.

Change in our Locally Elected Representatives
Has anyone thought to debate the consequences of the complete change in our locally elected representatives? We now have in Syon Ward three Community Councillors. How about canvassing them on a number of issues?
- What to do about the town centre and its dereliction?
- Why not have more entertainment at the Watermans so called "Arts Centre"? There used to be live shows and great live bands.
- The constant harassment from the parking control officials has infuriated me ever since someone parked in my parking bay and I had to leave the car on the concrete verge and got a ticket the next morning.
On a wider note, life outside the Dock has been eventful on the planning front. Hounslow Council has had some success in having the appeals turned down for the application from Barratt to build more flats in place of the Church currently housing the Musical Museum. Also, the Scottish Widows site at Kew Bridge has been refused again on appeal from St George.
We need to give some thought to our wider environment and how we would like to see Brentford a more attractive place. Complaint About The Complainer
On Saturday evening a private Birthday Party at the Waterside Cafe was spoilt by the selfish complaint of our serial whinger who insisted that the music was too loud at 9.30pm. After Mel was forced to curtail the music at 10.30pm I walked round the Marina to see how much noise could be heard. All I could hear between planes was the occasional sound of laughter.
Feeling cheated of the sound of music I went home to watch the heavy metal band Lordi win the Eurovision song contest with their rousing number Hard Rock Hallelujah. At 11.15pm I turned the music up and opened my patio doors to the Marina for their closing encore. No-one complained.
As a third generation Salvation Army adherent not only do I like to pump up the volume with rousing music on special occasions but I have also learnt the great art of tolerance. I too have had to ask neighbours to turn down their hi-fi when the walls were vibrating but normally I just turn my TV up and think of other peoples' pleasure.
My Grandfather who was an engineer and built Tower Bridge used to spend Friday or Saturday evenings working the night shift at the Bridge on suicide watch for those in despair. There are more worthwhile things to do in life than complaining. Get a Life!!

Hats off to Doris Sherwood for another of her excellent tours to less visited stately homes. Seventeen of us from the Dock, members of Osterley National Trust including several guides from Osterley and Syon House, learned about the history and restoration of this amazing town house originally owned by the Spencer family.
I took a day off work without pay to experience this guided tour and am very grateful to Doris for all her hard work and enthusiasm for our English heritage.
Definitely better value for money than the miserable efforts of Kew Palace with their £million restoration which looks as if it has hardly started let alone been finished. What do other culture vultures think?

As a home owing resident in the Brentford Docks Estate I do expect Pinnacle to extend to me the courtesy of at least an acknowledgment of receipt of my recent communication (see italics below).

I called in to your office on Tuesday 7th January to enquire as to when the previously requested plaster repair work will be carried out at my property, 5 Romulus Court.
I discussed this with Roy and was rather puzzled when he said that his maintenance man had called at my address at a given time/date as previously agreed between you and I.
When we discussed this you stressed that the ongoing waterpipe repair work was priority and the plaster repair work would be carried out as soon as possible, I agreed and we left it to be arranged at a more convenient date.
At no time did we agree a date or time during that conversation, furthermore It was suggested that this work was not the responsibility of BDLtd. however in this case it would be carried out as it was previously agreed to.
The handbook, pg 23, states that load bearing walls are the responsibility of BD Ltd, however pg 25 has a clause that could negate pg 23, all very confusing. Is this the BD Ltd./Pinnacle interpretation of the contract or has this been read over and drafted by someone in your office?
I would like an answer to this as I know for a fact that plaster work on such walls has, in the past, been carried out by the previous management company.
I take issue with the attitude of Pinnacle. I expect the appointed maintenance company to provide a service as agreed in the original contract between BD Ltd and flat owners. I do not expect the maintenance company to try and get out of maintenance work based on a document drafted by, I suspect, the maintenance company.
I pay a service charge of £250 a month. Recent increases can be attributed to rising fuel prices, this I can understand. What I cannot accept is the poor standard of service we, as paying customers, are getting for our money. Furthermore, with the exception of one or two Pinnacle staff, I find the customer service patronising and poor.
Need I remind you that this is not a council-run estate. The majority of Brentford Dock residents are home owners and as such are shareholders in the management company that appointed Pinnacle.
Finally I find it extremely discourteous that after I specifically asked to talk to you to discuss this, you refused to take my call. I find this very unprofessional and question your customer relations policy.

Waterside Café-Licence Extension

I am sure that I am not the only one who objected to the hour of the hearing. It's selection was either the result of a seriously retarded understanding of public service or a cynical manupulation of the system to insure the result; how else is one to explain scheduling the meeting at a time when most are at work and unable to get away.
By the way, Melanie assured us in a letter she wrote last year (14/08/05) in which she stated "The benefit of the new license is that, on the special occasions, I will not need to apply to the magistrates for an extension. But be assured that I will still close at 11.00 pm, in accordance with the terms of my lease except for the usual special occasions. I have a young family myself and do not want the bar to be open after 11.00 pm"
Saturday night's festivities lasted until 11:30, and I predict that this is just the beginning. Who decides when the Café can stay open later then the lease allows? How much advance notice must be given to the BDL to obtain such permission? Does the entire BDL decide or just one individual? Does the board have a criteria for judging what occassions deserve an exception and is it in writing or is the whole process left to the subjective descretion of friends of the Café?
As I have stated pereviously, I support the Café, not the extension of hours which now have been granted. This summer I believe will be a watershed for noise from the Café.
One more thing, if the music and loud public discourse were emenating from a flat, I would be within my rights to complain.

Re: Maintenance of Otho Court / Brentford Dock
Thank you for your letter dated 27th January 2006, where you are informing me that my service charge account is currently in arrears. I would like to mention and give you more information as illustration why I am not satisfied with your service.
In January I visited twice your office, I hope your colleague informed you, to complaint and to inform you that I did not paid service charge for period from 6th January to 6th April 2006, because I am still awaiting for your reply on all my oral complaints from end of September, all October and up to middle of November 2005 when Otho Court did not have provided services/cleaning as daily & weekly tasks. Please see Brentford Dock Handbook, Issue 2 from October 2005, pages 14 & 15.
I am extremely unhappy with the your service, at that time. for all of Brentford Dock (approx 600 flats) you just had two full time cleaners and one part time cleaner, where needed to be six cleaners including a sweeper.
In Brentford Dock Handbook, on page 41 (Response to complaints):
Initially the Company’s General Manager will respond as quickly as possible.......
For an oral complaint the company will:
carry out a site inspection, ...., within one working day of receipt; and
investigate the complaint and will normally report to the complainant within one working day of the complaint being made.
First of all, from August 2005 I made a few enquiries/complaints regarding lighting on walkways, which we did not have at all on the first floor from the staircase next to flat No. 56 to the other staircase and lift, from end of August to beginning of October.
Finally I /we received an answer after asking the same question on last Annual General Meeting later on through Newsletter.
Regarding my complaints for the cleaning of Otho Court, when Rose (Otho Court’s cleaner) was off sick, we did not have a replacement and I never received an answer/reply for period mentioned above.
I visited your office a number of times and tried to contact you directly but unfortunately you were never there or even available when I telephoned; always I was told you are away.
At that time I informed your office that I was taking photographs of Otho Court and surrounding area for my records, which are available to you or anybody on request.
Finally, as I mentioned above, on 27th January 2006 I visited your office. Again you were not there, and I informed Roy that I will not pay my latest bill until I receive your reply to my complaints for previous period of time, which was mentioned above.
Also I mentioned that I was expecting a refund for maintenance that you did not provide (you did not have a replacement for Rose). In fact I cleaned the area in front of my flat myself.
In Brentford Dock Handbook on page 17:
With the exception of loss of heating and/or hot water, temporary loss of service will not normally result in a refund.
My question would be that are you calling time over six weeks as “temporary loss of services” and when it was obvious you did not reply to my oral complaints or to my telephone calls or even to find a replacement cleaner for Otho Court and also for other blocks when residents complained at that time; please visit our Brentford Dock web site
